There are a number of factors which determine whether a property is buildable including but not limited to whether or not the lot is considered legal, minimum lot size to develop, whether there are utilities (water, sewer, electricity) as well as access (road slope and design- which may involve Cal Fire, Public Works and Building) as well as lot conditions (lot size, etc.) and environmental factors.
