Summary of Greene Street / US-1 Improvement Project Near 202 N Randolph St

According to preliminary plans for NCDOT Project U-6027, the North Carolina Department of Transportation is planning roadway improvements along SR 1516 (Greene Street) from US-220 to US-1 in Rockingham. The purpose of the project is to improve traffic flow and allow large truck traffic to be routed away from downtown streets. The project involves grading, paving, drainage improvements, intersection modifications, and new pedestrian infrastructure, including sidewalks and curb and gutter improvements along portions of Greene Street and connecting streets. Based on the preliminary engineering plans, the roadway configuration near this area will generally remain two travel lanes totaling approximately 24 feet wide (two 12-foot lanes). The project does not propose adding additional through lanes or turn lanes on Greene Street. However, the project does include right-of-way expansion to accommodate sidewalks, drainage infrastructure, and utility improvements. Existing right-of-way in the area is expected to increase from approximately 31 feet to approximately 50 feet, which may require additional right-of-way along portions of the corridor. The preliminary plans also show intersection modifications near North Randolph Street, North Lee Street, and North Lawrence Street, including curb adjustments, pedestrian crossings, and installation of concrete traffic islands intended to improve vehicle turning movements and traffic safety. Sidewalks and curb improvements are proposed along multiple segments of Greene Street and connecting streets, improving pedestrian accessibility and compliance with ADA standards. Drainage improvements, stormwater structures, and underground utility adjustments are also included as part of the roadway improvements. Construction plans indicate that portions of the project involve removal and replacement of existing traffic signal equipment and roadway infrastructure, along with adjustments to existing driveways, drainage systems, and curb lines where necessary to accommodate the roadway improvements. On the preliminary plans for this project, 202 N Randolph is believed to be shown as Parcel #24 on sheet 3P-1 and sheet 5C. Notes from Jorge A. Manriquez, P. E., Division Project Engineer, Project Development Unit, Division of Highways, Division 8.. No right-of-way acquisition, easements, or compensation have been issued or paid. The project is currently moving into the right-of-way phase to begin that process. We do expect for a portion of this property to be acquired. Below is a close-up of the area. An additional 9.5' of right-of-way is anticipated to be acquired for the sidewalk construction and for the space needed to safely separate pedestrians from traffic. A drainage/utility easement is also needed to construct the proposed drainage structures, pipes, and grading. This easement will vary from an additional 16.5' to 29.5'. Once drainage structures and utilities are installed, the easement areas will be regraded and vegetation established. The plans have not been finalized so there could still be adjustments to some of these offsets. I can let you know if anything changes. Those attached plan sheets in documents show additional right-of-way offset distances.
